[xquery-talk] implementing format-* in XQuery 1

Hi,
does anyone have an open-source implementation of XQuery 3's format-*
functions using only the functions of XQuery 1?


Googling it shows someone called Minollo posted something like that on
xml-connection.com, but it is offline now.
Who is Minollo?
